A resident-led initiative for local democracy, accountability, and fairness in our neighbourhoods.

What is the Community Manifesto?

The Community Manifesto is a joint statement built by residents, civic groups, and local organisations across the new Ward 92 in Cape Town, which includes Woodstock, Walmer Estate, Salt River, Observatory, University Estate, and parts of District Six.

Instead of politicians making all the decisions for us, the Manifesto creates a shared agreement between elected leaders and our community. It gives us a clear plan so everyone who lives, works, studies, or spends time here has a direct say in our neighbourhood’s future. The Community Manifesto began at the WRA Annual General Meeting on 25 April 2026, where residents came together wanting to improve our areas through active involvement.

Summary of Key Points

The Manifesto rests on three main pillars that lay out our needs, priorities, and rules for accountability:

1. What We Expect of Our Councillor

We want a councillor who puts residents before party politics. Specifically, our representative must:

  • Stay Connected: Live in the ward, stay visible, and understand our area’s history and ongoing community efforts.
  • Communicate Openly: Hold regular meetings across all neighbourhoods and share clear updates on local decisions.
  • Lead with Fairness: Actively stand against discrimination and push for equal rights and access for everyone in our city.

2. Our Priorities for Ward 92

Based on resident feedback, we focused on four main priorities:

  • Housing & Affordability: Protect residents from rising costs and displacement, expand affordable housing options, and improve public transport.
  • Basic Municipal Services: Maintain roads and streetlights, improve waste collection, and take active steps to keep neighbourhoods safe.
  • Care for Public Spaces: Keep parks, libraries, green spaces, and public toilets clean and safe for everyone to use.
  • Support for Vulnerable Groups & Youth: Provide free addiction treatment, expand safe shelters, and offer youth programs focused on sports, arts, education, and job skills.

3. Accountability & Governance

To make sure promises are kept, the Manifesto includes practical ways to track progress:

  • Regular Meetings & Updates: Hold public meetings every three months across the ward and share regular updates online.

  • Representative Ward Committee: Run an open nomination process for key sector representatives (such as Youth, Safety, Civics, and Business) without political party control.

  • Annual Scorecard: Review the councillor’s performance each year against set targets. If performance falls far short over time, the councillor agrees to step down.

Candidates Sign On: The October 10th Public Meeting

On 10 October 2026, prospective Ward Councillors attended a public meeting to engage with residents and officially sign the Manifesto.

By signing this agreement, candidate councillors agreed to meet community standards, focus on local priorities, and accept regular reviews by the residents of Ward 92.

Add Your Name: Support the Manifesto

The Manifesto works best when the community stands together. The more residents who sign on, the easier it is to hold our leaders accountable.
